Canada sets 2027–29 immigration targets and plans faster processing for up to 200,000 residents
Canada’s 2027–2029 immigration plan sets annual targets of 380,000 permanent resident admissions and 370,000 new temporary resident arrivals. The temporary targets cover 220,000 workers and up to 150,000 international students each year.
Economic immigration will account for 64.4% of planned permanent admissions. The targets for 2028 and 2029 remain subject to annual confirmation or adjustment.
A separate time-limited measure will provide additional admissions space in 2027 to process selected existing applications for up to 200,000 people already in Canada. For the workers cohort, the government says it will transition up to 100,000 people already in Canada, as well as their families. The humanitarian cohort will cover up to 100,000 people.
The workers measure will involve provinces and territories and selected immigration pathways. The humanitarian measure covers specified existing applications, including Hong Kong and Ukraine pathways, people already found eligible on humanitarian and compassionate grounds, and spouses, partners and dependent children already in Canada. The announcement does not open a general new application program.
