School Meals in the United States: Ask Your School About Free or Reduced-Price Meals
A school-meal application is separate from enrolling a child in school. USDA directs families to their own school or district for the correct application and a decision on free or reduced-price meals.
1. You can ask during the school year
USDA says schools send applications at the start of the school year, but families may request and submit one at any time during that year. Submit it directly to the school or district. USDA’s online prototype is an example for program operators, not a household application service. https://www.fns.usda.gov/schoolmeals/model-application
2. Check income and existing benefits
USDA encourages households at or below the current income guidelines to contact the school. Local officials review applications before granting benefits. USDA says children in households receiving SNAP automatically qualify for free school meals; TANF and certain other assistance programs also provide automatic eligibility. Ask the school whether an application is still needed. Receiving WIC or unemployment compensation may indicate eligibility, but does not itself establish the same automatic qualification. https://www.fns.usda.gov/schoolmeals/model-application
3. Know what the immigrant-student guidance says
Washington State’s Office of Superintendent of Public Instruction says U.S. citizenship or immigration status is not a condition of eligibility for free or reduced-price school meals. Its guidance says school districts must use the same eligibility criteria for citizens and noncitizens and may not request citizenship information from applicants. https://ospi.k12.wa.us/sites/default/files/2025-01/protections-immigrant-students-washington-public-schools.pdf
4. No Social Security number does not end the application
The same Washington guidance says an adult applying for a student’s free breakfast or lunch who has no Social Security number should indicate that on the application. For households receiving SNAP, TANF or FDPIR, the program case number may be used instead of household names, income information and a Social Security number. Follow the school’s application instructions and ask its meal-program office for help with the correct section. https://ospi.k12.wa.us/sites/default/files/2025-01/protections-immigrant-students-washington-public-schools.pdf
